When he took the designation as Director for Extension Services, Dr. Maximo Garming brought with him his experience in good governance – including his connections and contacts that he has amassed during his illustrious career in the field of public administration. As a human rights advocate, he emphasized that effecting change in the lives of people is a human duty that must be fulfilled by those who know and have more. As a campaigner for good governance, he always stressed the accountability that extension agents must observe in the attainment of their extension goals and objectives.

 
Under his watch, Sir Max established strong linkage with high profile organizations – and even landed a slot in the leadership ladder of these organizations, most notably the Philippine Society for Public Administration (PSPA) and the Philippine Association of Extension program Implementers (PAEPI).
 
Recognizing the importance of accreditation in one’s field, he opened the Extension Program of KASC for scrutiny by LoGoTRI-Philnet, an initiative under the umbrella of the Local Government Academy.
 
At present, he concurrently holds a seat at the National Commission for Culture and the Arts (NCCA) as cluster head for Kalinga Province – ably representing the resident indigenous communities here.
